who is right? I mean if you're cruising in the middle lane, but still technically "passing" people to your right in the right "merge lane", then you're passing... if the guy came up behind him and really wanted to pass, and there was an open lane to his left, he should have moved over, passed, and gotten back... Now if he was "cruising" in the middle lane and being passed by people on the right in the "merge lane" then I can see your point... but its always subjective and objective when you think about that general rule... The way I look at it is this... if I'm passing someone to my right in the next lane, then I have the right to be in the lane I'm in... now, if I pass him, and there is room to my right and someone either riding my ass or coming up quick, its my responsibility to move over... if I have no room to move over, I keep at my current pace until there is room. I will not speed up JUST to get out of someone elses way, because if you get pulled over doing just that, the cop won't care... and I also will not slow down just to merge in behind someone else and slow down my overall pace just to let some impatient bastard fly by me in the left lane... My only real pet peeve that makes me recite this general rule is when some twit is doing the speed limit (say 55mph) in the left most lane when the general flow of traffic is doing say 65mph... just because he's doing the speed limit and being "legal" and "safe" about his driving doesn't give him the "right" to sit in that lane and clog traffic... his being there is a safety hazard to everyone else and causes for other traffic problems and delays later on... But the other side of this is, Cops watch for people who excessively change lanes... so if you always try and obide by the "Keep right except to pass", i.e. you're always trying to drive in the right lane on a 3 lane highway, you'll constantly be changing lanes to get around people who are either getting on and off, driving slow, etc... which is also hazardous... hence the "cruising" lane... if you're getting on or off, you sit to the right, if you're continuing on you stick to the middle, and if you're in a hurry, you pass on the left... I can't STAND morons that sit in the right lane and clog up an exit approach and then keep on going... the only reason the exit approach is normally clogged is because these people are simply sitting in that lane being cut off by people trying to get of while they're "cruising" along in that lane... Anyway, that's just my opinion...
